the first every budget of the unique first of its kind women's Parliament was presented by finance minister Dr. Neelanalli here in delhi on tuesday reflected a feminine approach to the budget showing women's vision and their aspirations.
The Silent features of the budget were the cutting the defence budget which is women's parliament considered non-remuneration expenses reduced by 60 percent. increase in education budget, health budget, sustainable energy sources, housing and women and children schemes. the women's parliament industrial policy showed an emphasis on small scale and cottage industry instead of large scale industries.
the economy will be measured by the gross national happiness instead of the gross domestic product. finance minister started the budget with a quote from mahatma gandhi. she quoted " utter poverty and excess wealth do not contribute to civislised life." She said, this budget aims at preventing the economy trend that is pushing our country into two extremes. She sail, "We believe the GNH (gross national happiness) concept treating happiness as a socio economic developnment metric will tract seven wellness parameters. These are economic wellness, environmental wellness physical wellness, mental wellness, workplace wellness, social and politicle wellness.
finance minister Dr. Neelavalli said that she ensured that there would be no deficit in the budget and instead there would be a surplus in the budget. She said focus would be on sustainable development in all fields, in agriculture, energy, forestry, ecology, environment, urban and rural development and water resource management and mining.
She Highlighed the by saying,
" We believe that our national happiness is based on sustainable development, social justice, conservation of the nature and good governance."
in the first half of the day, proceedings included the question hour, the zero hour and discussion on the SEZs followed by the financial policy. The second day of the parliament was conducted in an orderly manner with both the opposition democratic party and the ruling progressive party adhering to the ruling of the speaker Dr. Pam Rajput.
